I have the honour to transmit a letter
addressed to you by Mr. E. Ralphs, Inspector of English Schools, on the subject of his emolumente.

The letter of the 12th February, addressed
to me as Coloniel Secretary, a copy of which is forwarded by Mr. Ralphs, was considered by Sir R. E. Stubbs, who decided that the pensionable salary was sufficient, but that the allowance as Director of the Technical Institute should be increased to £120, as the work was performed out of the regular hours and was in the nature of overtime.

I am unable to judge of the correctness of the comparison drawn by Mr. Ralphs between his position as regards the Headmaster of Queen's College, and the position of an Inspector under the London County Council as regards Headmasters of large Schools. Sir R. E. Stubbe considered that there was no sort of analogy between the two positions and my own view is that Mr. Ralphs is quite well paid for the duties he hes to perform.
